How To Legally Verify the Identity for a Notarization if Do Not Have a Driver’s License?

As a public officer appointed by the Governor, it is a notary’s duty to be compliant with the Florida Constitution and Florida Statutes. 

If you are unable to present a Driver’s License for a notarization, you can use any government-issued identification card that includes ALL of the following:

• Issued from a federal, state, or local government
• Has a photo of you
• Describes your physical appearance
• Has a copy of your signature
• Is currently active/not expired

This includes, but are not limited to a driver’s license, state ID, passport, military ID, veteran ID,  inmate ID, etc. 

If you are unable to provide a photo ID, don’t fret, there are a few more options:

1. Contact a notary public you know personally (not including a parent, offspring, or marital spouse). They can vouch for your identity on a document as ‘personally known’.
2. A sworn statement written and presented to a notary by someone they know personally confirming your identity
3. Two sworn statements by two witnesses, not known to the notary, can prove their identities. When going this route, the two witnesses must also confirm ALL of the following: 

1. They know you personally 
2. You are the one needing to notarize the document 
3. It is extremely difficult for you to get proof of ID, or that you have no other way of proving your identity
4. They do not have any personal gains from the document being notarized

Keep in mind that it is at the discretion of a notary to accept the alternative documents and that by submitting any sworn statements, all parties are bound by the laws that apply. Any false information given to a notary can lead to a civil penalty of up to $5,000 and/or a third-degree felony charge.
